The role ensures compliance with French and EU sanctions (primary focus) while maintaining knowledge of OFAC and OFSI frameworks, as well as broader export control regulations. Balancing high-level operational execution with strategic coordination, the FCC Officer provides sanctions and export controls expertise to all three lines of defense (1LOD, 2LOD, 3LOD) and supports broader financial crime compliance (FCC) functions, particularly in relation to AML and terrorist financing risks.

Day-to-Day Responsibilities

• Advisory & Compliance Support: Act as a dedicated advisor on sanctions and export controls for assigned entities while remaining available for broader Group FCC consultation. Provide expert guidance on EU sanctions compliance and ensure awareness of OFAC and OSI measures where relevant.

• Regulatory Monitoring & Impact Analysis: Track EU, OFAC, and OSI regulatory changes, assess their impact, and ensure alignment with internal controls and business activities.

• Policy Implementation & Oversight: Develop, implement, and oversee sanctions and export control policies, ensuring consistent enforcement across the group.

• Sanctions Screening & Risk Management: Support name screening, transaction filtering, and trade restriction compliance while advising on potential sanctions breaches and risk mitigation strategies.

• Escalations & Regulatory Engagement: Manage sanctions-related escalations, provide subject-matter expertise on complex cases, and engage with regulators and supervisory bodies as needed.

• Training & Awareness: Lead sanctions training and workshops, ensuring business and compliance teams stay informed on regulatory expectations and enforcement risks.

• AML & Financial Crime Compliance Support: Ensure sanctions controls align with broader AML/CFT frameworks, supporting terrorist financing risk management and overall FCC objectives.

• Audit & Testing: Collaborate with internal and external auditors to assess the effectiveness of sanctions compliance controls, ensuring regulatory expectations are met.

Who Are We Looking For

• Expert knowledge of French, EU sanctions (primary focus), with a strong understanding of OFAC and OFSI sanctions frameworks.

• Minimum 5+ years of experience in financial crime compliance, sanctions, or trade restrictions within the financial or payments industry.

• At least 3+ years of experience in a sanctions advisory or FCC officer role (e.g., Sanctions Compliance Officer, AML/Sanctions Regulatory Advisor).

• Strong understanding of French and EU AML regulations and how they intersect with sanctions compliance and export controls.

• Regulatory engagement experience, including interaction with EU regulators or international supervisory bodies.

• Knowledge of sanctions compliance technology (e.g., name screening, transaction filtering, trade finance controls).

• Recognized FCC certifications (e.g., ACAMS Sanctions Specialist, ICA Sanctions Compliance, or equivalent).

• Strong advisory and stakeholder management skills, with the ability to operate effectively in a fast-paced, high-risk environment.

• English and French are mandatory. Any other language is an asset.
