Title:  Technical Operations Manager

Day-to-Day Responsibilities

General

  • Oversee technical designs for providing high levels of reliability for systems while complying with enterprise architecture and security standards, industry regulations and best practices.
  • Responsible for overall support for core banking applications and the surrounding infrastructure platform including server, virtualization, OS, database, storage, networking as well as local/remote data center
  • Work with relevant stakeholders to the development and management of budgets and forecasts for delivering the core infrastructure services. Work with cross-functional teams to procure appropriate hardware, software, and services. Partner with third party vendor for implementation.
  • Provide technology leadership to the core infrastructure Services team.
  • Lead a team of technologists, including hiring, workload management, coaching, development, performance management, discipline and termination.
  • Identify opportunities to solve business challenges by modernizing and continually improving core infrastructure services. Work with domain SME to build out public cloud infrastructure for deploying SaaS, PaaS, and IaaS, preferably in AWS/Azure/ Google Cloud

 

Technique Operation & Risk management

  • Manage a portfolio of projects and resourcing schedules. Form alliances on projects to make operational decisions, resolve scheduling requirements/conflicts.
  • Ensure core bank applications and infrastructure services support the Availability and Reliability needs of the regional business. Collaborate closely with other function service teams to help remediate complex operational issues as necessary.
  • Ensure the operational transparency, cost efficiency, service performance and SLA to clients for all the managed services
  • Monitor and heath check the WAN/LAN networking and connectivity, HW/SW resource allocation and utilization status, ensure system logging, monitoring and alert triggering are in best practice.
  • Quick response to major incident and stay agility for risk escalating

 

Security and Compliance

  • Work with the Information Security Officer to ensure compliance to PCI-DSS policies, procedures and local applicable regulations.
  • Participate in the information security aspects of all projects and initiatives in areas of network infrastructure, data communication and network security, data management and disaster recovery.
  • Cooperate with global security team or internal/external auditor to perform regular Security Assessments including Cybersecurity, ASV scan/Pentest, DR/BCP, Risk management, vendor management, and third party supplier management
  • Lead technique operation team to provide support with implementing and enforcing information security policies, standards, and methodologies.
  • Ensure that the computer/equipment room controls are adequately maintained and that all work in the computer room is performed safely and securely.
  • Review privileged IDs and individuals’ system access rights and privileges, ensure system and data confidentiality and integrity.
  • Perform due diligence and vendor review for critical service providers and risk assessment.
  • Report overall risk status on a regular basis (e.g., key risk indicators, RCSAs).

 

What We Are Looking For

  • Bachelor's degree in Information Systems, Computer Science, or Engineering, or equivalent experience.
  • 5 to 10 years of infrastructure technique operation working experience, with at least 5 years of experience in managing cross-functional technical teams or projects, and influencing senior stakeholders.
  • Significant experience leading teams in areas such as banking systems management and monitoring, information security, data center operations, Infrastructure-as-a-Service operations, AWS/Azure Cloud.
  • Experience with implementing and managing PCI-DSS compliance controls and audit processes is highly desirable.
  • Experience with implementing IT Service Management frameworks, such as ITIL, Change Management, etc
  • Experience applying lean thinking and agile techniques to IT service delivery.
  • Ability to work in a fast paced, collaborative setting that requires you to take initiative, manage time effectively, and be persuasive to get buy-in from other teams.
  • Proven track record of strong cross-organizational collaboration and partnership.
  • Excellent verbal and written communications skills in English and ability to read and write mandarin as an added advantage.
